Potential Impacts of the 2025 Budget Reconciliation Act on Health Coverage and California's Budget: IHPS Health Policy Grand Rounds

Dr. Roby will discuss the provisions of the recently signed H.R. 1 (a.k.a. One Big Beautiful Bill Act) and the likely impacts of the law on Medicaid and insurance coverage, with a focus on the state of California. He will also discuss the likely impacts of the California budget deal on Medi-Cal enrollment and access to care, due to the freeze on undocumented adult enrollment and introduction of $30/month premiums. 

Dylan Roby is a professor of health policy and chair of the Department of Health, Society, and Behavior at the UC Irvine Joe C. Wen School of Population & Public Health. His research focuses on access to health care, health insurance coverage, and the delivery of care through safety net providers and programs. Prior to joining the faculty at UC Irvine, he was Associate Professor and Associate Chair at the University of Maryland School of Public Health's Department of Health Policy and Management (2015-2021). He earned his PhD in Public Policy from the George Washington University and his BA in Geography from UCLA. While an undergraduate at UCLA in 1996, he lucked into a research assistant position at the fledgling UCLA Center for Health Policy Research, which completely changed his academic and professional trajectory.
